hi how many words should an 18 month old say, when is it count as speech delay. thankk you!!!!!

there are no rules, at this age he should be saying a few words... some kids can already put some words together to form a sentence AND some others are just saying a few words... be patient AND talk to him a lot, enjoy every sound he makes AND try to figure out what he says AND repeat it in a clear voice. is his hearing OK? has he been checked for hearing impairment? does he have hear issues?
