22 Month old

My son is 22 Month old and say up to 20 words.the problem is that he is not using them unless his is being asked to say them. also, he can say a word for few times and then just stop. he can say "ima" but when he needs me he just "cry' for me. he is not asking for food at all not even for bottle.he is communicating fine in other ways and find ways to let us know what he want, he is immitating sounds and will do all animals sound that we teach him. do you think there is speech delay.or is it normal at that age. I also would like to say that my son is expose to both Hebrew and English but we make sure it's one languge for person. also he is still at home so he is around kids only ones a week or at the playground. you can reply in hebrew or english. thanks!
